But, according to Eurosport, Spurs have the first refusal on him if they want to sign him permanently when his loan expires.

Bale returned to Spurs on loan last summer after leaving for Real Madrid in 2013 and has found form as the season has progressed.
According to the report, moreover, Daniel Levy agreed to a compromise of the first refusal while discussing Bale’s temporary return to north London last summer.
It seems, though, that the club wants the 31-year-old to stay.
